Settlements and Countryside Local Plan (Part 2) Submission and Examination  

Adopted Local Plan

 

On Thursday 20th February 2020 Daventry District Council resolved to adopt the Settlements and Countryside Local Plan (Part 2) 2011-2029.

Details of the submission of the Local Plan to the Secretary of State and subsequent examination process are outlined below.      

Inspector's Report

Following the examination into the soundness of the Part 2 Local Plan undertaken during 2019, the Council received the final report from the Planning Inspector, Gareth Wildgoose BSc (Hons) MSc MRTPI, on 10th January 2020. The report concludes that, subject to Main Modifications, the Local Plan provides an appropriate basis for planning of the District.

On Thursday 6th February 2020, the Inspector's Report and the final version of the Local Plan and Policies Maps were considered by Strategy Group, which recommended to Full Council that the Local Plan should be adopted. At the Full Council meeting on the 20th February 2020, Council resolved to adopt the Settlements and Countryside Local Plan (Part 2) for Daventry District 2011-2029.

Modifications Consultation

Following the hearing sessions into the Local Plan, the Council prepared a number of Main Modifications which were considered necessary to make the Plan sound and were agreed with the Inspector. The Main Modifications were considered and agreed for consultation by Strategy Group on the 12th September 2019.

The six week consultation on the Main Modifications and the associated Sustainability Appraisal and Habitats Regulations Assessment ran from 23rd September to 4th November. The consultation documents and representations to the Main Modifications can be viewed via the following links:

The Council also produced a schedule of Additional Modifications, which was also subject to consultation but because they were minor modifications and factual updates, they were not submitted to the Inspector. The Additional Modifications can be viewed below:

 

Hearing Sessions

Hearing Sessions were held in June 2019 for the two weeks beginning 10th and 24th June at the Saxon Suite of Daventry Leisure Centre.

The Inspector 

Following the Council's submission of the Local Plan to the Secretary of State in December 2018, Planning Inspector, Gareth Wildgoose BSc (Hons) MSc MRTPI, was appointed to undertake an independent examination into the soundness of the  Local Plan.

The Inspector’s task was to consider the soundness of the submitted Plan, based on the criteria set out in paragraph 182 of the National Planning Policy Framework. The relevant soundness criteria are whether the Plan is: 

  1. Positively prepared (based on a strategy that seeks to meet objectively assessed development and infrastructure requirements, including unmet requirements from neighbouring authorities where it is reasonable to do so and consistent with achieving sustainable development)  
  2. Justified (the most appropriate strategy when considered against the reasonable alternatives, based on proportionate evidence)  
  3. Effective (the plan should be deliverable over its period and based on effective joint working on cross-boundary strategic priorities) 
  4. Consistent with national policy (the plan should enable the delivery of sustainable development in accordance with the policies in National Planning Policy Framework).

Submission to the Secretary of State

Following the decision of Full Council on 6th December 2018 the Council submitted the Part 2 Local Plan and supporting documents to the Secretary of State on 19th December 2018. The submitted documents are available below:

The Council appointed a programme officer who worked on behalf of the Inspector and managed and organised the administrative and procedural elements of the examination.
