The Inspector has provided the Council with his Post Hearings Note.

The Council have acknowledged receipt of the Inspector's Post Hearings Note and will be responding further in accordance with the deadlines established:

The Council has provided the Inspector with the following documents in response to the Inspector's Post Hearings Note. At this stage the information remains in draft form and is provided to the Inspector for his consideration. It is possible that the schedule of modifications will evolve further before being finalised and a consultation takes place. With this in mind the documentation is provided for information only at this stage and comments from representors are not being sought.

     

The Inspector 

Planning Inspector, Gareth Wildgoose BSc (Hons) MSc MRTPI, has been appointed to undertake an independent examination into the soundness of the Daventry District Settlements and Countryside (Part 2) Local Plan.

The Inspector’s task is to consider the soundness of the submitted Plan, based on the criteria set out in paragraph 182 of the National Planning Policy Framework.

The relevant soundness criteria are whether the Plan is: 

  1. Positively prepared (based on a strategy that seeks to meet objectively assessed development and infrastructure requirements, including unmet requirements from neighbouring authorities where it is reasonable to do so and consistent with achieving sustainable development)  
  2. Justified (the most appropriate strategy when considered against the reasonable alternatives, based on proportionate evidence)  
  3. Effective (the plan should be deliverable over its period and based on effective joint working on cross-boundary strategic priorities) 
  4. Consistent with national policy (the plan should enable the delivery of sustainable development in accordance with the policies in National Planning Policy Framework).     

The Inspector has produced a Guidance Note which provides details of procedure and other aspects of the examination process.

In addition, a new edition of the Procedural Guidance for Local Plan Examinations has recently become available.


The Programme Officer

The Programme Officer, Ian Kemp, will act as the contact for any person who has an interest in the Examination. He will also act as a liaison between the Inspector, the Council and those with representations to make.

He is an independent Officer of the Examination and works on behalf of the Inspector to organise and manage the administrative and procedural elements of the Examination process. All statements will also be submitted through him.

Any matters that anyone wishes to raise with the Inspector should be submitted via the Programme Officer.

Hearing Sessions Venue and Timetable

Hearing Sessions will commence at 09.30am on Tuesday 11th June 2019 within the Saxon Suite of Daventry Leisure Centre, Lodge Road, Daventry, Northamptonshire, NN11 4FP.
