Latest News - Modifications Consultation 

  

Following the hearing sessions into the Local Plan, the Council prepared a number of Main Modifications which are considered necessary to make the Plan sound and have been agreed with the Inspector. They are put forward without prejudice to the Inspector's final conclusions and all representations made will be taken into account by the Inspector. The Main Modifications were considered and agreed for consultation by the Council's Strategy Group on the 12th September 2019.

The six week consultation on the Main Modifications and the associated Sustainability Appraisal and Habitats Regulations Assessment closed on the 4th November. The representations to the Main Modifications have been submitted to the Inspector and can be viewed via the following link:

       

Tracked changes version of Submission Part 2 Local Plan

It should be noted that the tracked change version that was available during the consultation period contained a number of minor discrepancies when compared against the Schedule of Main Modifications. The Schedule of Main Modifications showed the correct wording. The discrepancies were in respect of MM5 (Policy RA6, criterion x); MM10 (para 7.1.08); MM11 (para 7.2.10); and MM32 (Appendix A, Objective 14)

The Council has produced Additional Modifications which are minor changes that do not relate to the Plan's soundness. Representations to the Additional Modifications will not be forwarded to the Inspector and will be a matter for the Council to consider. The Additional Modifications can be viewed below:

The Inspector 

Planning Inspector, Gareth Wildgoose BSc (Hons) MSc MRTPI, has been appointed to undertake an independent examination into the soundness of the Daventry District Settlements and Countryside (Part 2) Local Plan.

The Inspector’s task is to consider the soundness of the submitted Plan, based on the criteria set out in paragraph 182 of the National Planning Policy Framework.

The relevant soundness criteria are whether the Plan is: 

  1. Positively prepared (based on a strategy that seeks to meet objectively assessed development and infrastructure requirements, including unmet requirements from neighbouring authorities where it is reasonable to do so and consistent with achieving sustainable development)  
  2. Justified (the most appropriate strategy when considered against the reasonable alternatives, based on proportionate evidence)  
  3. Effective (the plan should be deliverable over its period and based on effective joint working on cross-boundary strategic priorities) 
  4. Consistent with national policy (the plan should enable the delivery of sustainable development in accordance with the policies in National Planning Policy Framework).     

The Inspector has produced a Guidance Note which provides details of procedure and other aspects of the examination process.

In addition, a new edition of the Procedural Guidance for Local Plan Examinations has recently become available.

The Programme Officer

The Programme Officer, Ian Kemp, will act as the contact for any person who has an interest in the Examination. He will also act as a liaison between the Inspector, the Council and those with representations to make.

He is an independent Officer of the Examination and works on behalf of the Inspector to organise and manage the administrative and procedural elements of the Examination process. All statements will also be submitted through him.

Any matters that anyone wishes to raise with the Inspector should be submitted via the Programme Officer.

Hearing Sessions Venue and Timetable

Hearing Sessions will commence at 09.30am on Tuesday 11th June 2019 within the Saxon Suite of Daventry Leisure Centre, Lodge Road, Daventry, Northamptonshire, NN11 4FP.
