Housing Strategy

The West Northants Housing Strategy 2022-2025 was approved by Cabinet in September 2022.

This strategy is built around four themes and their associated objectives:

  • Theme 1:  Deliver homes people need and can afford
  • Theme 2: Improve the quality, standard and safety of homes and housing services
  • Theme 3: Support residents to live healthy, safe, independent and active lives
  • Theme 4: Support thriving and sustainable communities

Allocations scheme

Adopted: July 2017 (reviewed January 2020) 

The Allocations Scheme sets out the way in which the Daventry area assesses applications for affordable housing and prioritises them on a Housing Register.  Applicants that are eligible and have been accepted on to the register can then express an interest for properties that suit their needs and requirements by placing a bid on properties, this is done through the  Councils, Choice Based Lettings Scheme called Daventry HomeChoice.


Local Lettings Arrangements

The Council may from time to time consider the use of a Local Lettings Arrangement (LLA). 

An LLA provides an open and transparent framework, setting out any variations to the Allocations Scheme so that local needs and circumstances are taken into consideration where appropriate.  

There are no current Local Lettings Arrangements. 

Ensuring that local people have the housing they need is a key strategic priorities. Helping to deliver affordable homes to meet the needs of the growing population is one of the key ways in which the Council seeks to achieve this.

Affordable housing includes 'social rented' or 'affordable rented' housing as well as 'low cost home ownership.


Homelessness Prevention Scheme

Adopted: 6 December 2018 reviewed July 2020

A scheme that supports the Council’s proactive and flexible approach to prevent and relieve homelessness, allowing the Council to offer financial assistance to those that are homeless or threatened with homelessness (subject to eligibility criteria).


Housing Supplementary Planning Document

Adopted: July 2017      

The Housing SPD provides policy guidance on the provision of the housing within the district.  It adds detail to the Saved Policies and West Northants Joint Core Strategy Policies. It is used to inform The Council's approach to the determination of planning applications for housing within the Daventry area.

Homelessness and Rough Sleeping Strategy

 Adopted: February 2020

The Council has a duty to produce and publish a Homelessness Strategy based on a review of homelessness. The strategy sets out how the local authority intends to apply measures that can help tackle and prevent homelessness.

Housing Needs Surveys enable the Council to understand the housing needs and aspirations of residents living in the Daventry area.

Strategic Housing Plan 2014-2019

Adopted: February 2014 

The Strategic Housing Plan brings together certain Housing Strategies into one document.

Please note that the Homelessness and Rough Sleeping Strategy 2020 (above) replaces the Homelessness Strategy part of this document.


Tenancy Strategy

Adopted: December 2012
Amended: March 2019

The Tenancy Strategy sets out broad objectives for Registered Providers to take regard of when formulating their own policies on affordable housing.


Temporary Accommodation Policy

Adopted: July 2020

The Temporary Accommodation Policy sets out the Council's approach to deciding the suitability of temporary accommodation when accommodating homeless households eligible for this assistance.


Provision of Housing Assistance Policy

The Council can offer assistance in the form of grants (including Disabled Facilities Grants) and loans under the Regulatory Reform (Housing Assistance) (England and Wales) Order 2002. A West Northamptonshire Private Sector Housing Assistance Policy was adopted in April 2021.

Gypsy and Traveller Accommodation Assessment

The Gypsy and Traveller Accommodation Assessment (GTAA) quantifies the accommodation and housing related support needs of Gypsies and Travellers (including Travelling Showpeople) in West Northamptonshire.

The Study was undertaken by The West Northamptonshire Joint Planning Unit.
