Housing Strategy

The Housing Strategy Team is responsible for a number of strategic housing functions which include:

  • Developing and delivering a range of housing policies for Daventry District 
  • Assessing housing need across the District
  • Enabling the provision of new homes across Daventry District.

Allocations scheme

Adopted: July 2017 (reviewed July 2019) 

The Allocations Scheme sets out the way in which Daventry District Council assesses applications for affordable housing and prioritises them on a Housing Register.  Applicants that are eligible and have been accepted on to the register can then express an interest for properties that suit their needs and requirements by placing a bid on properties, this is done through Daventry District Councils, Choice Based Lettings Scheme called Daventry  HomeChoice.

 

Local Lettings Arrangement

The Council may from time to time consider the use of a Local Lettings Arrangement (LLA). 

An LLA provides an open and transparent framework, setting out any variations to the Allocations Scheme so that local needs and circumstances are taken into consideration where appropriate.  

There are no current Local Lettings Arrangements. 


Ensuring that people in Daventry District have the housing they need is one of Daventry District Council’s key strategic priorities. Helping to deliver affordable homes to meet the needs of the growing population is one of the key ways in which the Council seeks to achieve this.

Affordable housing includes 'social rented' or 'affordable rented' housing as well as 'low cost home ownership.

 

Homelessness Prevention Scheme

Adopted: 6 December 2018

A scheme that supports Daventry District Council’s proactive and flexible approach to prevent and relieve homelessness, allowing the Council to offer financial assistance to those that are homeless or threatened with homelessness (subject to eligibility criteria).

 

Housing Supplementary Planning Document

Adopted: July 2017      

The Housing SPD provides policy guidance on the provision of the housing within the district.  It adds detail to the Saved Policies and West Northants Joint Core Strategy Policies. It is used to inform The Council's approach to the determination of planning applications for housing within Daventry District.


Homelessness and Rough Sleeping Strategy

This strategy is currently subject to consultation

The Council has a duty to produce and publish a Homelessness Strategy based on a review of homelessness. The strategy sets out how the local authority intends to apply measures that can help tackle and prevent homelessness.

Consultation details

Daventry District Council is currently undertaking a public consultation on the draft Homelessness and Rough Sleeping Strategy 2020. The strategy sets out how the Council intends to apply measures that can help tackle and prevent homelessness.

Comments received after 4pm 20th December 2019 will not be considered.


Housing Needs Surveys enable the Council to understand the housing needs and aspirations of residents living in the district.

Strategic Housing Plan 2014-2019

Adopted: February 2014 

The Strategic Housing Plan brings together the Housing Strategy, Homelessness Strategy and Empty Homes Strategy into one comprehensive document. 

  

Tenancy Strategy

Adopted: December 2012
Amended: March 2019

The Tenancy Strategy sets out broad objectives for Registered Providers to take regard of when formulating their own policies on affordable housing.

  

Provision of Housing Assistance Policy

Adopted: February 2012 (amended February 2019)

This policy provides detail of financial assistance, in the form of grants and loans, that is administered by the Council through Disabled Facilities Grants (DFG) and Home Repair Assistance (HRA).


Gypsy and Traveller Accommodation Assessment

The Gypsy and Traveller Accommodation Assessment (GTAA) quantifies the accommodation and housing related support needs of Gypsies and Travellers (including Travelling Showpeople) in West Northamptonshire.

The Study was undertaken by The West Northamptonshire Joint Planning Unit.
