Council changes titles at the top

Daventry District Council is to have a Managing Director for the first time.

From March 31, the role will replace the council’s current Head of Paid Service, rotating among the four Executive Directors who make up the corporate board. Each will hold the position for 12 months at a time.

The change will not have any financial impact or affect services provided by the council, but is a reflection of the council’s pioneering management structure and the need for a clear figurehead for the organisation.

Executive Director Simon Bovey, who will be the first person in the new post, said: “The role of the Managing Director is to front the organisation, drive continuous improvement and deal with the many challenges that a council faces.

“Managing Director is a more familiar term and more business-like. It is an easier term for people to understand so they know who to write to if they want to raise an issue. Our experience was that Head of Paid Service was a statutory phrase, but that the general public were not sure what it meant.

“The role has evolved over time and is now more focused on organisational development and change management. We are a forward-thinking authority and this latest change reflects that.”

Daventry Distrcit Council introduced a Corporate Board model in 2005, with four Executive Directors, one of whom would hold the position of Head of Paid Service for a year at a  time.

This pioneering way of operating for a council has since been assessed twice by an independent local authority expert and found to work well in Daventry district.
