Equality Objectives and Priorities

The Council's values were launched in 2008 with the aim of service improvement in not only what we deliver, but also how we deliver.  The values were drawn down from performance workshops with service managers and consulting all employees through team briefings.  The values and objectives which link directly to our equality work are highlighted.

In everything we do, we will do our very best to:

  • Place the customer at the heart of everything we do

  • Communicate openly and honestly with customers and colleagues at all times

  • Strive for continuous improvement and excellence in all we do

  • Achieve positive outcomes for the community through delivery of high quality services and community empowerment

  • Demonstrate good leadership, respect and effective team working

  • Promote and value the diversity of our district

To help realise the values, the council has adopted four key objectives which are:

  1. Improve our business economy

  2. Protect and enhance our environment

  3. Healthy, safe and strong communities and individuals

  4. Efficient and effective council

Underpinning the Healthy, safe and strong objective are priorities (what we want to achieve).  These more specific areas of work contribute to achieving the vision from the wider work of the council and the local services it provides.  How we measure achievement is laid out in service plans, which cover all aspects of council services and intended developments.

The priorities are:

  • Improved access to services

  • Daventry District is a safe and healthy place to live

  • People have the housing they need

Equality Framework for Local Government (EFLG)

Since 2009 most local authorities have reported annually against the best practice guidance document 'the equality framework'.  There are three levels of criteria that authorities mark themselves against which are developing, achieving and excellent.  The council self-assessed as meeting the criteria for the achieving level of the framework in April 2010.  The framework self assessments completed by the Equalities Steering Group can be found below.

Equality Impact Assessments (EqIA)

Equality Impact Assessment is a process which helps to assess the likely or actual impact a decision, policy, project or service has on different sections of the community (including employees).  It helps to place fairness for all at the heart of decision making, policy and practice.  By assessing the likely impact, we can take action to reduce or remove inequalities and unlawful discrimination, and better promote equality.

People and Groups

  • We have a group of people made up of representatives from each service area called Equalities Co-ordinators.  The purpose of the group, known as the Equalities Steering Group, is to advise, prioritise and steer the equality agenda within the Council.
  • The lead officer for equalities is the Chief Executive, Ian Vincent.  The lead Councillor for Equalities is Councillor Frank Wiig.  (Statement from Ian Vincent and Councillor Wiig).
  • We have a part-time HR Officer (Equalities and Access) who co-ordinates and monitors the plans and activities.

Diversity Monitoring of Employees

As part of our recruitment, training, grievance & discipline and pay, we monitor our workforce diversity.

Diversity Monitoring of Services

The council is committed to making services as accessible as possible and in order to do this we need to know a little about the people using our services.

What's it got to do with you? is a document produced by Stonewall, explaining why a range of equality data - such as age, gender, religion or belief - may be asked for by the council and of what benefit the information is.
