General Conditions of Service

 

A full statement of the terms and conditions of employment will be given to you if appointed. You may find the following points helpful:-

 

  •  General - Terms and conditions for employees are those laid down by the National Joint Council for Local Government Services with local variations. For the Executive Directors and Corporate Managers, these are in accordance with the Joint Negotiating Committee for Chief Officers with local variations.

  • Salary - Daventry has local pay scales. All are paid monthly in arrears by bank credit transfer, on the 25th. 

  • Car Leasing - the Authority operates a car leasing scheme for Directors, Senior Officers and those with essential car user status.  The allowance is increased in line with the Consumer Price Index annually.

An annual allowance (as at May 2007) is made to  eligible employees as follows:

 

Band A - £ 4,155.00 - Board members

Band B - £ 2,880.00 - Employees on salary Band 11 or above

Band C - £ 2,736.00 - Employees who do not meet the above criteria but who meet  the annual business mileage requirement (2,000)

  • Car Purchase Scheme - The Council also has a competitive car loan facility for all employees subject to financial status.

  • Membership Fees for Professional Institutes - The Council will reimburse professional membership fees for full corporate member status, if this is a condition of employment.

  • A comprehensive relocation package is available for newly appointed staff, subject to certain conditions. See attached link for Scheme of Financial Assistance for Newly Appointed Staff.

  • Flexi-time Scheme- The council operates a flexible working hours scheme, details of which will be provided on appointment  if you are eligible.   Subject to operational requirements employees are able to take time off if they have worked additional hours to those they are contracted for.

  •  Pensions - All employees who are over the age of 16 years are encouraged to contribute to the Local Government Pension Scheme. Pension contributions are banded according to salary, you will be advised of your banding if you are appointed.  For the purpose of graduated pension scheme purposes, this is contracted-out employment.  Pension rights are transferable if you move from one public authority to another.

  •  Medical Assessment - Any offer of appointment made to a person will be subject to satisfactory medical assessment.

  •  Probation - New entrants to local government will be subject to a probationary period of not less than six months. It is up to you to establish your suitability for the position. Subject to satisfactory service the appointment will then be made permanent.

  • Holidays - Annual leave is dependent on salary, length of service and is fully inclusive of concessionary days.  Please see link for current leave entitlements.:

  •  Smoking at Work - The Council operates a no smoking policy.

  •  References - References will normally be taken up for candidates invited for interview unless the application form has been clearly marked to show that an approach should not be made at this time. Any offer of appointment will be subject to satisfactory references.

  • Code of Conduct - If appointed, you will be required to abide by the Daventry District Council code of conduct for Employees.  Full details are available on appointment and on request. Employees are required to declare outside employment and interests. These will not be allowed if they might conflict with the authority's interests.  Employees are required to declare membership of any organisation which is secretive about rules, membership or conduct.

  • Signed Declaration - People working in Internal Audit, Fraud Investigation and Housing are required to make a signed declaration. You will be provided with details where applicable.

  • Criminal Records Bureau - You will be subject to a Criminal Records Bureau check  if you are offered a position which involves working with the elderly or children. The position will not be confirmed until clearance has been received.

  • Under the Local Government Housing Act 1989 and the subsequent regulatiions relating thereto your post is politically restricted if you are paid on Band 12 or above.  Politically Restrictive posts (PoRP) are not able to stand for election or engage in political activities.

    Your post may be defined as politically restricted because it is

    a.       A specified post (broadly the Authority’s top management)

    b.       posts where remuneration level is or exceeds Band 12

    c.       A sensitive post (duties related eg give advice on a regular basis to the authority, its committee, sub-committees or to any joint committee where the authority is represented, also where the officer speaks on behalf of the authority on a regular basis to journalists and broadcasters).

    The regulatiions provide the facility to apply for Exemption from political restriction to the independent Adjudicator.  The application will need certification from the Council and therefore, if you wish to apply for exemption please contact Personnel/ HR.
