In 2004, new responsibilities were placed on Local Authorities by the new Housing Act 2004, which gave particular focus to the housing needs of Ethnic Minority Groups such as Gypsy and Travellers. The Act stipulated that all Local Authorities should assess the need of Gypsies and Travellers in their area and strategically address any needs that arise from this assessment.
As a result of this a County Wide Gypsy and Traveller Accommodation Assessment (GTAA) was published, with analysis of the needs of Gypsies and Travellers for each Local Authority in the Area.
