Under the Data Protection Act 1998 (Processing of Personal Data) it states that the personal information of an individual cannot be shared with other parties unless certain conditions are met. There are also other laws which protect 'Council Tax Information'. However, there are exceptions and in some circumstances your personal information can be given to other parties without your specific consent.
The Audit Commission requires this authority to provide them with certain information regarding the personal data of the individuals who pay Council Tax or receive any Benefits. This is to enable a data matching exercise to be undertaken which is intended to identify any fraudulent claims being made by any person.
