Voluntary and Community Sector Grants 2009/2010

 Voluntary and Community organisations in the Daventry District in need of additional resources and funding are invited to apply to the Daventry District Council Voluntary and Community Sector Grant Programme between September and October annual.  The closing date is 31 October.

 

The following types of discretionary grants are available:

(Please see below for further details on each type of grant)

  

  • Continued revenue – 3 years rolling programme

  • Major revenue, capital and new initiative for projects over £2,500

  • Minor revenue, capital and new initiative for projects under £2,500

  • One off community event – available anytime throughout the year

 

These discretionary grants are open to voluntary and community groups, but exclude:

  • Individuals
  • Private businesses
  • Statutory bodies
  • Religious bodies where the monies will be used for religious purposes or religious buildings
  • Political parties or political lobbying
  • General fundraising or for unspecified purposes
  • Local authority activities (including those of schools or parish councils).

 

All applicants need to address the Council’s three main corporate objectives

  • Improving the local economy
  • Protecting and enhancing the environment
  • Strengthening local communities

 

All applicants should explain how the project or service would address or assist with four other main themes; social inclusion, community cohesion, measures to reduce crime and disorder and how to improve access and equality for people.

Continued Revenue

 The Continued Revenue funding stream operates in the same way as the Revenue stream, but allows for medium-term financial planning, both for the applicant organisation and for Daventry District Council.  Typically, applicant organisations expect to provide their service within the Daventry District for at least three years. 

 

Acceptance onto the three-year rolling programme is conditional on:

 

·         An annual application being made to demonstrate a continuation in the level of service being provided

·         A high-scoring application relative to other applicants

·         A signed Service Level Agreement for each year of the programme

 

Organisations may apply for up to 100% funding for a service or project, though an exceptional case will have to be made to secure full funding.  For the most part, organisations will need to demonstrate how they will raise some funds themselves, either from their own resources or from other sources of funding.  Once the final agreement has been made to fund a particular service or project, the allocation agreed will be paid in one lump-sum to the organisation up-front.  This funding will be subject to a Service Level Agreement.

 

Please note that our continued revenue-funding programme is at maximum capacity at present.  Applications will only be considered if status changes.

 

Revenue Grants

 Organisations may apply for up to 100% funding for a new initiative grant to assist the development of new services or activities.  If the Council consider that the pilot year is a success, funding for subsequent years may be applied for under the Revenue Grants scheme.

For the most part, organisations will need to demonstrate how they will raise some funds themselves, either from their own resources or from other sources of funding.  Once the final agreement has been made to fund a particular service or project, the allocation agreed will be paid in one lump-sum to the organisation up-front.  This funding will be subject to a Service Level Agreement.

 

New Initiative

 Organisations may apply for up to 100% funding for a new initiative grant to assist the development of new services or activities.  If the Council consider that the pilot year is a success, funding for subsequent years may be applied for under the Revenue Grants scheme.

Capital

 The capital grants scheme is available for organisations needing assistance with capital investment up to 50% of the total projects costs.  To be eligible, the capital asset/service must be available in the District for a minimum of three years.  As a guide, grants allocated tend to be in the region of £500 -£20,000.

 

Also the organisation must either own the property/land or have some form of long-term lease agreement with the land/building owner.   Once the final agreement has been made to

fund a particular project, an agreed percentage will be paid against each contractual invoice submitted up to the total amount of funding.

 

One off community event

 Daventry District Council is offering grants of up to £500 to support One Off Community Events. Applications are welcome from voluntary and community groups within Daventry district at anytime throughout the year subject to the following:

  • The application can demonstrate support from the Parish Council in written form.
  • Agreement of the Parish Council to match fund the amount of funding to be given by the Council.
  • The Parish Council can approve only one application in any financial year for consideration by Daventry District Council.
  • Daventry District Council's logo must be included in any publicity material, quoting "event is supported by Daventry District Council".
  • It is the applicant's responsibility to seek and obtain any relevant licence for such events. An appropriate licence is required for a ticket-selling event where the main feature will be singing, music or dancing. In addition to this a licence would also be required if food or alcohol are to be sold after 11:00pm. For further advice and information please contact the Licencing Officer on 01327 302546. Please allow up to 28 days for the licence to be issued.

Applications should be submitted at least 8 weeks before the event. Applicants and will be notified within 4 - 6 weeks. If the application is successful the allocation agreed will be paid in one lump-sum to the organisation up-front.
